all due respect to CIRIA, but there is a body of legislation called MASHAM which covers all of this. There are people who know all about it, they are called mining professionals.
They aren't civil engineers. They have their own professional institutes ( IoM3 mostly, these days ). The various issues regarding training of staff to the relevant standards, and definition of those standards in the face of a changing industry, is ongoing without CIRIA's involvement.
