If you think that someone has blocked Whiteworks and access for bats, then contact The Bat Conservation Trust who have links to the Police and will investigate.

You could also try the local wildlife crime officer or Crimestoppers.
I would use either of them before going to Natural England who are a complete waste of space.

I think that is a little heavy handed. Why not go and see the man first I am sure he has done this in all innocence. Don't forget he has occupied this site since the late 1940s and has been no trouble to anyone. I am sure this is a better way rather than land a hard working man with a very heavy fine

I gather the particular chap is not the actual person using that bit of the yard.

Besides, it will all probably get brushed neatly under the carpet at best. At worst, totally ignored.
