Hi ICLOK,
It has public access. Leave an unclassified road at ST014343. This is where the road crosses the old mineral line at the interestingly named "Naked Boy's Bridge". There is a permissive path along the mineral line to the engine house.
There used to be another engine house further west at Kennisham Hill SS963360, unfortunately the FC demolished it on "safety" grounds.
For those that have an additional interest in railways, the top of the West Somerset mineral line incline (1 in 4) is close by.

The incline is still there but I haven't walked it for some years. It was overgrown, with the odd sleeper and cable roller in situ. At the top there is shell of the winder house (built into the incline),which can be seen from the road.

A bridleway crosses the incline two thirds ofthe way up and a footpath connects to a public road at the bottom of the incline. The winder house is on private land, I don't know about the access status for this, sorry.
