I’m looking for a mining Geologist for some help,
I’ve completed some rafts for Some property over some old mine working which we had surveyed,
My Structual engineer has designed these & coal board have issued a closure notice but the local authorities require a second opinion,
Are there any ex-coal board or geological engineers who could help please..

I'd suggest a letter - possibly a Solicitor's letter - to the Council, pointing out that the design and construction is entirely to the satisfaction of the Coal Authority - and, as the name suggests, they are the recognised 'Authority' and thus experts in the field of such matters. You are also asking under what legal basis can the Council require you to carry out additional expenditure when the CA have already approved and signed off on said works, and what exactly about the current works or specification are not satisfactory to the Council.

Basically, the people in the know have approved it. What makes the Council think they know better

The only possibility for council involment I can foresee is that the alignment of any structures on said rafts may raise a planning issue to be resolved.
As already stated, the rafts are solely the responsibility of the CA.
