Anyone from the Kent area,heard anything about proposals for underground working ,

Apparently there 5 conditional licences granted with the Coal Authority,the max for each licence is 10,000 hectares,so could be one big operator.

There are plans to investigate fracking. Would the coal authority get involved in that?

Possibly,
There was a comment on the Welshcoalmines site,about these applications,i mentioned that they were most likely Gasification projects,suppose Fracking could come under that classification,the reply from the CA,was that there were 5 Underground applications ,as well as the Gasification project.

Lot of coal left in Kent,but would be a very expensive exercise today to open a new pit there.

The Kent Coalfield is also overlain by the Chalk aquifer and the Environment Agency would also need to give permissions etc for any fracking etc took place
