I've been walking round near melsonby this evening and found this it goes back a long way before a very small fall you can see over it carries on bearing slightly to the right I was wondering if anyone had any information as to what it is

Do you have a FlashEarth/GoogleEarth or a GPS position, failing that, a description of the general location?

Old maps turn up a feature named 'Lady Well Bank' for that location, I'll research a little more.

I was wondering if it was drainage for some cooper workings that are close by

That was one of my first thoughts as the passage does appear culvert shaped in places.

It has a constant flow of clean water running at the moment but a friend of mine told me he's seen it about waist deep at times and at other times bone dry

Possibly connected with this site?

https://www.aditnow.co.uk/Mines/Merrybent-Copper-Mine_7677/

There's also a place called 'Middle Caves' near the motorway.

The tunnel heads towards the church and seems to bear slightly right past the fall you could almost squeeze over the fall however the water is very deep at the other side

Coal authority mapping site says that in that (approximate) location is "water level into copper mine"

So most likely a drainage level.

Madness takes its toll, please carry exact change

The coal authority map shows a shaft near church row which is the general direction that it was heading

May possibly drain to the Waterfall Brook, perhaps even to the culverted section.

This bridge goes over it.

Edit: After checking the land profile it appears more likely that the stream resurgences at the lower contours are worth a check.

There a map in Copper Mining in Middleton Tyas by T R Horshaw that shows a level about 500 yards west of Trindalls House (now Thorndale Stud)

Only problem is that would be just to the East of Melsonby and its south of Waterfall Beck, close but not the location you mention.

It talks very briefly about this level (S-T-U) of the Duchess of Northumberlands land.

I know where it drains to in the entrance there is 2 cat iron pipes which run across the field away from the village to a man hole where it turns 90 degrees left to another manhole further down the field into a concrete pipe and down towards the stream near albrough st john

Disclaimer: Mine exploring can be quite dangerous, but then again it can be alright, it all depends on the weather. Please read the proper disclaimer.
