The domed bit in the middle is a water pump of some sort, I think- I've seen a few like it around the Peak at the side of rivers to shift water up to farms, but I'm not clear on quite how they work. Any of our more engineering-minded members care to elaborate?

You quite often see 'Hydraulic Ram' on old O.S. Maps.
I like the flopjack.

At first sight it does look like a hydraulic ram, but these require a constant flow of running water such as a stream.
The photo' shows it to be in some form of small reservoir. I would therefore suggest it is the air bottle on a reciprocating pump, this would ensure an even flow at the delivery end and eliminate any back surge which would occur at the end of each stroke
