I'm left wondering in what way a mine is 'illegal'. It's clearly difficult or impossible to keep a sizeable operation quiet and the TV pictures show a fairly sophisticated surface operation. To answer my own question I suspect authorities turn a blind eye to anything until something goes wrong which then becomes, by it's failure illegal.
I hope they rescue the men. 😞
