Can anybody explain this:

First thought is it's a slab wagon for lowering slab down steep inclines?

Never seen one before and spotted several wandering around (me, not the wagons) last weekend.

I have seen a similar idea at a honestone mine in North Staffs.
The slabs were just stacked on like leaning books for movement around the dressing workshops. The base had timber on but the end was just steel. It looks like your wagons should be timbered too.

They were not timbered.
