I've been on the case to everyone repeatedly and for a long time.
It's a very interesting mine and one which we've barely scratched. It would be a great shame to see it plugged, but that's what they are doing. Planning aren't interested in the lack of the environmental report called on by 2 of their staff. The police said "There is not a crime in progress, as the bat habitat limiting tarpaulins had been removed from the cones" (and left around them) I expect the Bat People (x2) and Natural England met with either "we have all the paperwork, trust us, we wouldn't lie" or "everything is fine, don't worry about it".
It does seem odd that they have stopped short of capping the shafts (which they will do at any time).
I doubt anyone on sight has the faintest idea about the planning snags highlighted. I imagine they do have the drawings and will be doing what is necessary in due course.
They already capped Piningers Shaft (which was the one with the really big tarpaulin wrapped cone). From what I can see they have deviated from the plan (the site of New Engine shaft has not been obliterated like it should have been in the drawings.)
Last time something like this happened, Tresavean and Penstruthal got bat castles instead of having the whole site plugged like Wheal Buller. The difference being that this is not public open space, but a private (Lord Falmouth and consortium, as well as CCC) site, so they don't have to tick the usual boxes. After all, who should be on the site looking at any of it?
