Possibly they were totally innocent ,But of late there has been an increase in metal theft and of people being fried whilst cutting through live cables .Substations are very dangerous places but also have exposed , very attractive big shiny copper buzz bars . which will kill you in a heartbeat !
It will all come out in the wash !
