It is intended for industrial rope access, without a doubt, rather than more sensible uses.

I can't help thinking that anyone who thinks that they need all those bells and whistles and safety devices probably shouldn't be on rope in a vertical environment in the first place.

On a positive note it gives us an excuse, should an excuse be needed, to laugh at Colonials.

I suspect it's also intended with a 2-person rescue scenario in mind. Personally, I think it's interesting to see a rack-based descender used in IRA, especially ones with a full lock-off. And made in the USA. I like their beam-clamps too - they look far better made than the shonky pieces of crap I had to use recently :ohmygod:
