Hi guys I'm to work out the floor numbers of Pant Mawr/Fron Boeth from aerial photos.

According to the Gazeteer of Slate Quarrying in Wales the FronBoeth upper mill is on floor 18, with 19/20 being the open levels at Cefyn Y Braich.

I have tried to label them using the survey which was posted but have gotten confused after around floor 8. I can't see where the floor 7 sub levels are either.

Could anyone enlighten me on where I have gone wrong?

I don't think you have gone wrong. I have a piece of paper put together for a Welsh Mines Society visit in 1996, by the late Adrian Barrell, who knew the area as well as anyone. His numbering of the levels matches that in your photo i.e with Pant Mawr mill on Level 10, Fron Boeth mill at level 18 and the Cefnybraich mill and the tunnel at level 22.
There was no level 13 on his map.
The open levels on Cefnybraich are numbered 12 and 13, so not really part of the sequence.

Disclaimer: Mine exploring can be quite dangerous, but then again it can be alright, it all depends on the weather. Please read the proper disclaimer.
