A quick Google search on them suggested they made belting for machinery and high pressure hose?

Its a Command Paper - this means that Parliament commanded that it be printed and 'laid before Parliament'. So it was of sufficient national importance to merit printing in this format. Command Papers are available for sale to the public; they are not confidential or secret. They are printed specifically to make them available as part of transparent government and also to act as permanent records of matters of importance.
