Are there any examples of these regeneration schemes actually working long-term?

Big on-going schemes like Salford Quays do seem to work. However they are different in concept, they aim to completely change the area in which they are active. The small scale schemes seem to want to buildup and strengthen what already exists. In many cases much of the money seems to be spent on doing what the local authorities should have already done. For example the provision of more litter bins and information at bus stops and train stations.
