First update.
The cells arrived well packaged (compared to what I have had in the past.) Plastic sealed bag, in cardboard box, packed two into a cardboard outer.
Typical "no-name" red wrapper, BRC 18650 4000mAh.
They appear to be new, no sign of recycling.

Going on test so more on capacity later.

Ok tested 4, out of the 8 and the answer is consistent.

On one of my lamps pulling a measured 1400 Ma
(4 0ff 7135 regulators)

Burn time
25 min
18 min
30 min
30 min
So on my abacus that is roughly 1000 mAh >:(
Not even close to 4000!
Cells discharged to 2.8 volts and lamp went dim when stopped. ( No boost, just straight regulators.)

The verdict, as predicted it's a turd. :lol:
