I am attempting to find details of Lord Kinnaird's Royal Commission on metalliferous mines which reported in 1864. My interest lies in the fact that the commision visted Devon Great Consols - I would love to track down the evidence they recorded. Any ideas

Try the Cornish Studies Library, Kresen Kernow, Redruth. I think they have a copy of this there.

I have a photocopy of the Medical Report on the Conditions of Miners in West Cornwall by T. Peacock. It was taken from the Report of Commissioners on the Condition of all Miners in Great Britain 1864.
I suspect this isn't the one you are looking for but this is held in the Cornish Studies Library. If it isn't they may well have a copy of the other.
Royal Commission Reports may even be held in Plymouth main library.

It appeared as a British Parliamentary Paper. Most universities and some major metropolitan public libaries have the C19 and C20 sets of BPP on microform (film or fiche) and a very few have them as original printed volumes. Universities are obliged to grant members of the general public access to their holdings (excluding online materials) in return for not paying VAT on their book and journal purchases. So if you're within reach of a university or a major city, make enquiries. For university holdings, copac, an online catalogue of many, though far from all, UK universities' libraries - including microform - is a very useful starting point.
