It certainly looks like one of the earlier Joy Sullivan machines - e.g. the arched hole under the base. The gouge on the ripping lip also seems to suggest that too, the early machines had progressively offset cutting drums (where the outer one was furthest back) so it looks as if the rip is just commencing on the pic.

The other machines around at the time were the C.E.E. with a vertically rotating drum and the Miller with horizontal, non offset drums. Their frames were more angular than the Joy. The Miller was manufactured by Sutcliffe, maybe a rather unfortunate name to be coupled with a ripping machine.
