Well, as an industry insider, this sounds about right. Look at the delays and massive overspend that has occurred on the Great Western electrification - everything is grossly over-engineered to last for the 1000 year Reich! That's why the government has recently binned a lot of the planned work in favour of bi-mode trains. I think it has been caused by the uncontrolled expansion of the Jam Butty Mines during the construction of the M6
