And anyway: if the railway has managed to stay put, why should the electrification posts be so badly affected...?

Well, as an industry insider, this sounds about right. Look at the delays and massive overspend that has occurred on the Great Western electrification - everything is grossly over-engineered to last for the 1000 year Reich! That's why the government has recently binned a lot of the planned work in favour of bi-mode trains. I think it has been caused by the uncontrolled expansion of the Jam Butty Mines during the construction of the M6
