Could P.O. be for Post Office? In the days when the GPO looked after phones they had flame lamps for the underground stuff.

Circular metal discs, often with company names, and usually with stamped numbers and sometimes letters, were used for pay checks, time office checks, tool checks, etc. as well as miners' lamp checks, and were used in a wide variety of industries, local authorities, etc. The possibilities are very wide.
