I think what you are looking at is an exploder device,not a safety lamp of any kind. A device for firing, what was called the "shots".
There was a handle to turn which is the horizontal shape you see on the top of the device,and two connection studs where the wiring to the explosives were connected.
When I remember the name of the exploder I will be back.
