What the heck is this?

I've found 2 of these in the area and I have no idea what they are. You will note the shaft wall and see that the structure is concrete and appears to be sat on a concrete slab. Was it some sort of water pumping thing? (there are no pipes or remains). Wheal Buller was comprehensively capped in the 90's and this "thing" on this shaft predates this considerably. I'm very interested in what it is.
