This is an airlock giving access to the fan compartment but not the shaft. Some moron has spent time and effort smashing through the concrete roof to get inside purely for the sake of it as access is available via another route. Several notices I have put up point out that these buildings are all Listed and undergoing conservation and damage to them is against the Law.
